Biography
Dr. Elder is an Associate Professor of Inclusive Education at Rowan University. His research and practice focuses on the development of innovative and sustainable inclusive education practices in under-resourced schools in the United States and low-resourced countries around the world. In addition to his inclusive education reform-focused teaching and research in the United States, he has worked on deaf rights in Northern Ireland and Australia, and inclusive education initiatives through USAID, UNICEF, and Inclusive Development Partners (IDP) in Ghana and Rwanda. He was also involved in USAID evaluation of inclusive education programs in Cambodia, Malawi, and Nepal. Most recently, he was living and working in Malawi as a long-term technical consultant for USAID on their $74 million five-year NextGen Inclusive Early Grade Reading project.
