Governor Phil Murphy recently signed the A1669 bill into law to eliminate the Praxis Core for all instructional certificates EXCEPT for the limited certificate of eligibility (CE) and the limited certificate of eligibility with advanced standing (CEAS). We anticipate the bill will take effect on January 1, 2025, but the College of Education is awaiting confirmation from the state department.
Student who were admitted to Transition Point I and II for Fall 2024 were required to meet the Praxis Core requirement. This has not changed.

If I haven’t passed the Praxis Core, should I continue to take it?
This will depend upon the effective enactment date by the NJ Department of Education. Read the following FAQs to determine whether you should continue to take the Praxis Core.
Why can’t I move into Transition Point 1 fall 2024 if the Basic Skills (Praxis Core) requirement has been eliminated?
The new law does not take effect until January 2025. This means that all students entering Transition Point 1 for fall 2024 were still required to meet the basic skills (Praxis Core) requirement. Therefore, students cannot be admitted into fall Transition Point 1 courses as they do not meet the state mandates that are still in effect at this time.
It is recommended that students schedule an appointment with their College of Education Academic Advisor as soon as possible. Advisors will help students prepare for the upcoming spring semester registration and review their new timeline for program completion.

I did not pass Praxis Core, and was denied admission into my teacher education program. Can I now be approved?
Unfortunately, not for Fall 2024. It is highly recommended that you contact your academic advisor to discuss Spring 2025 admission.
Can I be reimbursed for Praxis Core if I have already registered to take it and no longer need it?
The Rowan University College of Education does not make this determination and is unable to reimburse students for Praxis Core. Contact the Educational Testing Services (ETS) https://www.ets.org/
What does this mean for Rowan candidates seeking a CEAS?
CEAS in an instructional area will be eligible to seek employment in any school district. Provided you pass Praxis II or meet the Flexibility Rule requirements, you will not be required to take the Praxis Core. Candidates must continue to maintain an overall GPA of 3.0 (3.5 for the Flexibility Rule) or higher and successfully complete prerequisite coursework.
What does this mean for Rowan candidates seeking a Limited CEAS?
Limited CEAS in an instructional area will be eligible to seek employment in a school district, charter school, or renaissance school that is approved by the NJDOE to hire such candidates. School districts approved to participate in the pilot program will be able to hire limited CEAS holders for instructional positions, not to exceed 10 percent of the school district’s total teacher population and in accordance with all other requirements of approval and participation
NOTE: The limited CEAS is for those who meet all certification requirements except the passing of Praxis II. Under this new law, however, if you wish to apply for the limited CEAS, you MUST take and pass Praxis Core.
